Sealed quotations are invited on behalf of the National Institute of Fashion Technology, from Registered Contractors of CPWD, MES & who have worked with PSU’sGovt/Pvt.MNC’s reputed agencies, who have carried out similar works on item rate basis as per the requirements and details as given below. The detailed bill of quantities annexure to this NIQ, can be obtained from office of PE (Bldgs) NIFT HO New Delhi.

The tenders shall be super scribed with “Providing and Fixing of False Ceiling in FMS and FD toilet area” at NIFT Campus, Hauz Khas, New Delhi to be submitted in the tender box at 1^st floor, H-block, NIFT Campus, Hauz Khas, New Delhi by 3 P.M on 23^rd May 2008 to be opened on the same day at 3.30 P.M. The quotation shall be submitted in two envelope. The Earnest Money of Rs1,000/- in the form of Demand Draft/Pay Order valid for Three months from date of opening of tender, payable in favour of NIFT, New Delhi. and PAN No. & copy of PAN card in support of same is to be submitted with complete address and rubber stamp also .

The site can be inspected any time during working hours on any working days. No extra shall be payable for non awareness of the site conditions and constraints. NIFT reserves the right to accept or reject any tender in part or whole without assigning any reason thereof. Water & Electricity shall be provided at one point free of cost.

CONDITIONS

1. The rates shall include cost of labours & material for the works complete in all respects.

2. The quoted rates shall include all taxes, duties, VAT etc. as applicable and no extra shall be payable on this account.

3.TDS as per rule shall be deducted. The agency must enclose copy of PAN No supported by copy of PAN Card of the company. Tender of any agency without above shall not be accepted & summarily rejected .

4.The work has to be completed within a period of 20days from date of issue of letter of award .Rates shall be valid for 02months from the date of opening of tender.

5.Conditional tender shall not be accepted.

EXPRESSION OF INTEREST FOR SELECTION OF ARCHITECT

National Institute of Fashion Technology, a premier Institute of Design, Technology and Management would like to engage services of renowned Architects for the planning, designing and executing the work of Construction of New Building in NIFT Campus, Raebareli.

Scope of work includes preparation of Master Plan as per the prevailing norms for the Construction of new buildings at the selected plot at Raebareli Sultanpur Road.

Renowned Architects of repute, who have executed projects of similar type worth Rs. 25 crores or more during the last 3 years may submit their offer with the following particulars:

* Full details of the projects which have been executed by them.
* Details of the number of Architects, Engineers and Draughtsmen employed.
* Turnover for the last 3 years.
* Whether they executed construction project of any college /Institution , if so full details thereof.
* Suggested layout plan for the NIFT Campus complex keeping in view the requirements indicated above.
* Fee expected for the entire scope of work such as Architectural work, Structural design, supervision, certification including obtaining the relevant sanction for the building plans, preparation of models, estimating, tendering, completion certificate, Occupancy certificate etc.
* Submission of Hard Copy and Soft Copy alongwith powerpoint presentation.

Copy of the site plan and scope of work can be obtained on specific request from the office of the Registrar, NIFT at Raebareli after 15th May 2008. The applicants must submit their proposals alongwith a detailed presentation in sealed envelope latest by 30th June, 2008.

Proposals which are incomplete or are received after the due date will not be considered.

It may please be noted that NIFT will not pay any charges for proposals for the above scope of work upto its presentation. Preparation of drawings, detailed proposal, presentation etc. will not carry any commitment for its acceptance/ payment conditions.

1. Tender shall be submitted in official tender form only. If submitted in any other form the same shall be summarily rejected. No tenderer shall be issued more than one tender form.

2. No paper shall be detached from the tender.

3. The name and address of the tenderer shall be clearly written in the space provided and no overwriting, correction, insertion shall be permitted in any part of the tender unless duly countersigned by the tenderer. The tender should be filled in and submitted in strict accordance with the instructions laid down herein: otherwise the tender is liable to be ignored.

4. The tender is liable to be ignored if complete information is not given there-in, or if the particulars and data (if any) asked for in the Schedule to the tender are not filled in.

5. The tender must be addressed to the Purchase Officer, National Institute of Fashion Technology, Delhi Centre, Hauz Khas, New Delhi-110016 and be deposited in the Tender Box Delhi Centre before 3.00 PM on 15.05.2008. The tenders will be opened on the same day at 3.30 P.M. in N.I.F.T., Hauz Khas, New Delhi in the presence of such tendrers who may wish to be present, either by themselves or through their authorized representatives.

6. NIFT shall in no way be responsible for any default with regard to any statutory obligation and the supplier will indemnify NIFT in case of any damage or liability, which may arise on account of action of the supplier.

7. Dispute, if any, arising out of the supply of Items shall be settled by mutual discussion or arbitration by sole Arbitrator to be appointed by the DG, NIFT at New Delhi as per the provisions of the Indian arbitration and Conciliation Act, 1996 and the Rules framed thereunder. Any Arbitrator appointed shall not have the jurisdiction to pass any interim awards, or to grant interest higher than 8% charged simply on the award amounts, or amounts payable to either party.

8. All firms are required to submit Earnest Money Deposit (EMD) of Rs. 12,000/- (Rupees Twelve Thousand only) alongwith their offer.

9. Offers received without earnest money or with earnest money less than the amount specified above shall be summarily rejected. Tenderers are advised to go through the Earnest Money clause (Annexure “A”) attached with this Tender Enquiry carefully before filling the tenders)

10. The Earnest Money to other than lowest bidders will be returned within one week of opening of quotation.

11. The Supplier shall deposit 5% (including Amount of Earnest money) of the quoted price of the equipment(s) as Security Deposit with NIFT in shape of Demand Draft (in favour of NIFT, New Delhi), Fixed Deposit Receipt or Bank Guarantee. No interest shall accrue on this deposit which will be returned after successful supply and commissioning of equipments and after adjusting dues, if any.

12. Tender shall be accompanied by the relevant documents including “A list of organizations where the supplier has currently provided/has supplied the items covered in the tender”.

13. The full & final payment shall be made after delivery of goods at desire location and acceptance of the goods on the basis of certification by Delhi Centre.

14. The supplier shall ensure that he himself or his authorized representative is available for proper handing over the supplies/consignments at Ashoka Hotal, Chanakya Puri New Delhi.

15. The agreement will be valid for the delivery as incorporated in the tender document. This should be strictly adhered to.

16. National Institute of Fashion Technology reserves the right to accept or reject any or all the offers either fully or partly without assigning any reasons and is not bound to accept the lowest bid since due weightage shall be given to several factors besides the commercial bid.

17. The specification of items required as per Annexure/Schedule and the evaluation of bid will be on the basis of total bid value. The rates quoted should be inclusive of all taxes and duties including VAT. The rates quoted should be on the basis of free delivery to the consignee.

18. The rates quoted should be on FIRM & FIXED basis.

19. Prices may be quoted on per unit basis for the items as per annexure. Local taxes as applicable will be extra reimbursable on the basis of documentary evidence. Delivery is required on 21^st May, 2008 .

20. The Purchase Order shall be issued by NIFT, Delhi Centre and delivery of the work /equipments/items/machines shall be arranged by the supplier at Ashoka Hotel, Chanakya Puri New Delhi.

21. They should be registered for VAT/CST/SST and Income Tax and should enclose copies of relevant certificates.

22. Firms must clearly indicate in their offers the different taxes and duties which they propose to charge extra mentioning clearly the present rate(s) thereof. Vague offers like “duties as applicable” shall not be considered.

NOTE:

The Venue for conducting the show is ‘Ashok Hotel, 50B, Chanakya Puri, New Delhi-21’ on 21^th May 2008 .
The company will depute technically qualified executive to coordinate the job with NIFT team.
For item mentioned above, the bidders must ensure the required quality, material, dimension and other parameters and quote accordingly. In case supplies are not as quoted, the same shall not be accepted and Purchase Order shall be cancelled. Also no payment/claims for such supplies shall be entertained.

ANNEXURE “A”

CONDITIONS REGARDING DEPOSIT OF EARNEST MONEY

1. All firms who are not specifically registered with NSIC or DGS&D for the stores for which the offers are being invited, are required to deposit EARNEST MONEY as mentioned in the tender schedule.

2. For claiming exemption from depositing earnest money, the tenderers should be registered with NSIC/DGS&D specifically as mentioned in the tender schedule. Firms which are not specifically registered for the stores as mentioned in the tender schedule, will be treated as unregistered, and shall be required to deposit earnest money as above.

3. Similarly, firms who are specifically registered for the stores with NSIC/DGS&D, but with a certain monetary limit, will be treated as unregistered for their tender value exceeding their monetary limit of registration. Such firms shall be required to deposit EM over and above their Exemption Limit.

4. The EM can be deposited in any one of the following alternative forms:

(a) A crossed bank draft drawn in favour of National Institute of Fashion Technology payable at New Delhi .

(b) An irrevocable bank guarantee of any Nationalised/Schedule bank OR reputed commercial bank of the tenderers country (in case of imported stores) in the format attached (Annexure “B”).

(d) Banker’s Cheque

(e) In any other form prescribed in DGS&D-68 (Revised) for submission of security deposit.

5. The earnest money shall be valid and remain deposited with the Purchaser for the period of 180 days from the date of tender opening. If the validity of the tender is extended, the validity of the BG/ or any other document submitted in lieu of EM will also be suitably extended by the tenderer, failing which the tender after the expiry of the aforesaid period shall not be considered by the Purchaser.

6. No interest shall be payable by the Purchaser on the Earnest Money deposited by the tenderer.

7. The Earnest Money deposited is liable to be forfeited if the tenderer withdraws or amends, impairs or derogates from the tender in any respect within the period of validity of his tender.

8. The Earnest Money of the successful tenderer shall be returned after the security deposit as required in terms of the contract is furnished by the tenderer.

9. If the successful tenderer fails to furnish the security deposit as required in the contract within the stipulated period, the EM shall be liable to be forfeited by the Purchaser.

10. Earnest Money of all the unsuccessful tenderer shall be returned by the Purchaser as early as possible after the expiry of the bids validity, but not later than 30 days after placement of contract. Tenderers are advised to send a pre receipted challan alongwith their bids so that refund of Earnest Money is made in time.

11. Any tender not accompanied with earnest money in any one of the approved forms acceptable to the Purchaser, shall be rejected.
